Vladimir Osechkin, founder of the human rights project Gulagu.net, announced the suspension of his initiative aimed at aiding prisoners in Russian penal colonies and prisons. In a recent interview, Osechkin detailed the multifaceted reasons behind this decision, emphasizing a broader crisis impacting human rights defenders worldwide.

Global Crisis and Operational Challenges for Human Rights Startups

"We, together with everyone opposing torture, violence, and war, are in a state of global crisis," said Osechkin. He lamented the widespread silence among many colleagues in the human rights arena, which he believes damages not only their mission but also global efforts to uphold justice and dignity.

"International law is undergoing a crisis, and human rights have taken a backseat. While billionaires and celebrities dominate headlines, daily deaths and abuses have become normalized," Osechkin stated.

This environment creates significant operational and reputational challenges for startups and organizations focused on human rights advocacy. Osechkin also pointed out that Gulagu.net had never received any formal human rights awards, suggesting a disconnect between public recognition and grassroots activism.

According to Osechkin, the Russian Federal Security Service (FSB) has manipulated the narrative around opposition figures by placing some in favorable conditions before prisoner exchanges, thereby crafting a more palatable public image. Meanwhile, numerous prisoners of war and detainees continue to suffer torture and mistreatment.

Security Threats and Political Pressures

Osechkin recounted his personal ordeal, including imprisonment in Russia from 2007 to 2010, during which he endured severe physical harm. Currently residing in exile in France since 2015, he remains under constant threat from Russian security services. French authorities have detained multiple agents allegedly planning to assassinate him, underscoring the high-risk environment for dissidents abroad.

"After Alexei Navalny, I am considered the number one target for Russian special services because I have documented war crimes and facilitated the safe relocation of key witnesses from the Russian military and prison systems," Osechkin explained.

His family's and team's security are also under police protection due to these ongoing threats. The escalating repression is compounded by new Russian laws enabling immediate cancellation of passports, driver's licenses, and confiscation of assets, while Western countries tighten visa restrictions and border controls.

Implications for the Tech and Innovation Ecosystem

The suspension of Gulagu.net signals broader implications for tech startups operating in politically sensitive domains, especially those reliant on data transparency, witness protection, and international collaboration. Osechkin's experience highlights the precarious balance between innovation in human rights advocacy and the geopolitical risks posed by authoritarian regimes.

Startups in the legal-tech and human rights tech sectors face unique challenges in securing venture capital and scaling operations under conditions where their work can provoke state-sponsored retaliation. The case of Gulagu.net underscores the necessity for increased global support mechanisms, including secure funding channels, legal safeguards, and international partnerships to sustain innovation in this critical field.

Given the current geopolitical tensions, investors and venture capitalists should be aware of the heightened risks faced by startups like Gulagu.net and consider these factors in their due diligence and portfolio management.
