Ukraine and Germany Deepen Defense Tech Collaboration to Boost Drone Production and Air Defense
Ukrainian President Zelensky and German officials advance joint drone manufacturing and AI-enabled defense systems to strengthen Ukraine's air security amid ongoing conflict.

Ukrainian President Volodymyr Zelensky met in Kyiv on May 14 with Thorsten Frei, head of the Federal Chancellery Department of Germany, and Martin Jäger, director of Germany's Federal Intelligence Service (BND), to discuss enhancing Ukraine's defense capabilities against air attacks. This meeting comes in the aftermath of a severe missile and drone strike by Russian forces on Kyiv, which resulted in at least 21 casualties and around 50 injured.
President Zelensky emphasized the urgency of accelerating agreements with Germany on air defense systems to better protect Ukrainian civilians from such attacks. He noted Germany’s historical support in bolstering Ukraine’s air defense and expressed hope for continued leadership and commitment from Berlin in this regard.
Joint Drone Manufacturing and Investment in Defense Innovation
During the talks, the Ukrainian side also presented a "drone deal" proposal to Germany, aiming to enhance cooperation in the production and deployment of unmanned aerial vehicles (UAVs). Zelensky remarked, "We are ready to strengthen those who have strengthened us," highlighting the importance of deepening the strategic partnership.
In mid-April, Germany and Ukraine agreed on expanding defense collaboration, including the joint production of medium- and long-range drones. This partnership involves investments amounting to several hundred million euros to develop Ukraine's capability to conduct long-range strikes and improve intelligence sharing between both countries’ defense agencies.
German Defense Minister Boris Pistorius, during his working visit to Kyiv on May 11, disclosed that both nations are actively working on drones with ranges up to 1,500 kilometers. He further confirmed Germany's intention to join the Ukrainian Brave1 platform, which integrates Ukrainian military personnel with innovative defense technology developers.
Moreover, Berlin and Kyiv are exploring cooperation in creating weapons systems incorporating artificial intelligence (AI), reflecting a push toward advanced defense technology integration. This collaboration not only strengthens Ukraine’s defense posture but also fosters a vibrant innovation ecosystem within the Ukrainian tech startup and defense sectors.
"Germany has repeatedly helped strengthen our air defense, and we hope for corresponding leadership now," said President Zelensky.
The enhanced partnership signals an evolving landscape where venture capital and government-backed investments in Ukraine’s defense tech startups can play a pivotal role in accelerating innovation. The joint development of AI-enabled weaponry and long-range UAVs positions Ukraine as a growing hub for cutting-edge defense technologies amid the ongoing conflict.
As Germany commits significant resources and expertise, the collaboration is expected to yield new opportunities for mergers and acquisitions, venture financing, and technology transfer, potentially transforming Ukraine’s defense industry and broader innovation ecosystem.
