Former Ukrainian Defense Minister Mikhail Fedorov has urged the country to hold elections even amid the ongoing war, stressing the need to develop a lawful and safe mechanism to facilitate the voting process. In a video statement released on August 18, Fedorov emphasized that although the situation is complex, it is not impossible to organize democratic elections under such challenging conditions.

Implications for Ukraine’s Democratic and Institutional Stability

"If the war continues for another year, two, or three, can Russia effectively gain the right to decide when Ukrainians can choose their government again? I am convinced that it cannot," Fedorov asserted. He highlighted the importance of ensuring that the democratic process remains sovereign and unimpeded by external forces, particularly Russia.

Fedorov acknowledged the significant hurdles involved in reinstating a full democratic process during wartime, including securing voting rights for military personnel, Ukrainians abroad, and residents in frontline regions. He further noted the critical need to maintain independent institutions and public trust in election outcomes.

"Complexity does not mean impossibility. Ukraine has repeatedly achieved what the world considered impossible," Fedorov stated, underscoring the resilience and determination of the Ukrainian people.

His call for elections during wartime is not only a political statement but also a vital signal for the nation's governance and institutional continuity, which are essential for both domestic stability and international confidence.

Political Leadership and Reform Dynamics

Fedorov also expressed concern over appointments driven by personal loyalty rather than professionalism and effectiveness. He described this trend as particularly dangerous, emphasizing that leadership roles should focus on results and the capacity to enact change rather than allegiance to political systems.

Having stepped down as defense minister on July 15, citing disagreements with the Commander-in-Chief of the Armed Forces of Ukraine, Alexander Syrsky, Fedorov remains a significant figure in Ukraine’s defense and political landscape. His departure sparked protests in several Ukrainian cities, with demonstrators praising his tenure as one of the most effective in recent years and associating him with key reforms and modernization efforts within the Armed Forces.

These developments carry important lessons for Ukraine’s broader innovation ecosystem, including the tech and startup sectors. Stability in governance and clear democratic processes are pivotal for attracting venture capital and sustaining entrepreneurial growth amid conflict. Fedorov’s emphasis on rule of law and institutional independence resonates with the needs of Ukraine’s emerging technology markets, which require consistent regulatory frameworks and political certainty to thrive.

As the war continues to challenge Ukraine’s territorial integrity and governance, initiatives aimed at preserving democratic processes could enhance investor confidence, foster innovation, and support the country’s integration into global technology ecosystems.
