Several major Russian banks have experienced significant accessibility issues across popular international web browsers due to the revocation of their security certificates. Leading browsers such as Google Chrome, Safari, Firefox, and Edge now flag these banks’ websites as "not secure," creating barriers for users outside Russia attempting to access these services.

The affected banks include prominent players like Sberbank, VTB, Alfa-Bank, Rosselkhozbank, Promsvyazbank, Uralsib, and Bank Saint Petersburg. When users try to visit these sites, browsers issue warnings about unprotected connections, requiring manual overrides to proceed. This security alert is part of a broader withdrawal of TLS/SSL certificates issued by foreign certification authorities, which validate website authenticity and enable encrypted connections.

Impact on Russia’s Digital Banking and Tech Ecosystem

This development poses challenges beyond user inconvenience. The revocation of certificates relates directly to ongoing geopolitical sanctions and cybersecurity policies, notably following Western restrictions linked to Russia’s actions in Ukraine. The withdrawal of TLS/SSL certificates by international authorities like Japan’s GlobalSign has led Russian websites to adopt domestically issued certificates. However, these are not recognized by browsers operated outside Russia, resulting in reduced accessibility and trust issues.

"The shift to domestic security certificates creates a fragmentation of the Russian internet experience, complicating cross-border digital operations and potentially hindering innovation within the fintech sector," cybersecurity experts note.

While sites of some banks, such as T-Bank, remain accessible without warnings in international browsers, many others show increased friction. Notably, Yandex Browser, a Russia-based browser that supports domestic security certificates, continues to offer smooth access to these banking websites. This browser has seen increased promotion and user adoption within Russia, partly driven by these trust issues in global browsers.

For venture capitalists and startups operating in Russia's tech and fintech sectors, these developments raise concerns about the international usability of digital financial platforms. Reduced accessibility may limit user bases, complicate partnerships, and increase compliance risks. Moreover, apps and other digital services that rely on strict certificate validation face operational risks, potentially stifling innovation and integration with global ecosystems.

Industry participants estimate that between 15,000 and 20,000 Russian domains could face similar challenges, underscoring the scale of digital fragmentation. This environment may encourage greater reliance on domestic technology stacks, which could both foster local startup growth and isolate Russian tech ventures from global markets.

While security remains a paramount consideration, the privacy policy of Yandex Browser has sparked debates within IT communities, particularly regarding data collection and user confidentiality. The browser collects comprehensive user data, including personal registration details, browsing history, geolocation, and communications metadata, and may share this information with third parties for legal compliance.

As Russia's fintech and digital innovation ecosystems navigate these evolving security and regulatory landscapes, the interplay between international sanctions, cybersecurity measures, and technology infrastructure will remain a critical factor shaping future startup development and venture capital flows.
